On March 21, 2025, the Republic of Tajikistan convened a high-level event at the United Nations Headquarters to mark the inaugural celebration of the International Day of Glaciers and World Water Day.

The opening session featured statements by H.E. Mr. Sirojiddin Muhriddin, Minister of Foreign Affairs of the Republic of Tajikistan; H.E. Mr. Robert Rae, President of the Economic and Social Council of the United Nations and Permanent Representative of Canada to the UN, H.E. Ms. Simona-Mirela Miculescu, President of the 42nd Session of the General Conference of UNESCO, Professor Celeste Saulo, Secretary-General of the World Meteorological Organization (WMO), H.E. Mr. Li Junhua, Under-Secretary-General of the United Nations for Economic and Social Affairs, H.E. Mr. Mohamed Issa Abushahab, Permanent Representative of the United Arab Emirates to the UN; and H.E. Ms. Retno L. P. Marsudi, Special Envoy of the UN Secretary-General on Water.

In his remarks, the Minister of Foreign Affairs of Tajikistan underscored the critical role of glaciers as a primary source of freshwater for millions of people, particularly in Central Asia. He emphasized that Tajikistan’s vast glaciers serve as the “water tower of the region.”

Referring to alarming data from the World Meteorological Organization, Minister Muhriddin noted that in 2023 alone, glaciers worldwide lost over 600 gigatons of water—marking the highest rate of glacial loss in the past 50 years. He further highlighted that in Tajikistan, approximately 1,300 glaciers have already disappeared, exacerbating environmental challenges, reducing water resources, and weakening regional resilience.

It was noted that Tajikistan, whose water resources are heavily dependent on glaciers, is deeply concerned about the accelerated melting of glaciers and the resulting depletion of freshwater reserves. He emphasized that climate change knows no borders, necessitating coordinated actions and strengthened international cooperation. In this regard, he called for sustained global partnerships and the implementation of concrete measures in follow-up to the outcomes of the 2023 UN Water Conference. The Minister also invited Member States and international partners to actively engage in preparations for upcoming key events, including the 2026 UN Water Conference in the United Arab Emirates and the 2028 UN Water Conference in Dushanbe.

The event highlighted Tajikistan’s leadership in advancing global initiatives on water resources and climate. The “Dushanbe Water Process” was recognized as a key platform for promoting sustainable water management and climate adaptation. Participants were also briefed on the preparatory process for the International Conference on Glaciers’ Preservation, scheduled to take place in Dushanbe from 29 to 31 May 2025. The significance of this event in fostering dialogue on solutions to glacier loss and enhancing international cooperation was emphasized. It was noted that the Conference would result in the adoption of key outcome documents, including the Dushanbe Declaration, the the Chair’s Summary, and the Dushanbe Call which are expected to contribute significantly to the agenda of COP30 in Brazil.

Following the opening session, two panel discussions took place. The first panel, dedicated to the International Day of Glaciers, brought together scientists and policymakers to discuss the importance of glaciers in sustaining water resources and maintaining ecosystems.

The second panel, held in observance of World Water Day, focused on water resource management and pathways to ensuring sustainable access to water, taking into account the impact of glacier loss on water availability.

In the closing segment of the event, the Minister of Foreign Affairs of Tajikistan reaffirmed the country’s significant role in formulating, promoting, and implementing global water-related initiatives. He underscored the need for continued collaboration in the lead-up to the 2026 UN Water Conference in the United Arab Emirates, as well as the 2028 UN Water Conference in Dushanbe. In this context, Minister Muhriddin extended an invitation to UN Member States, the scientific community, experts, and all relevant stakeholders to participate in the International Conference on Glaciers’ Preservation, to be held in Tajikistan from 29 to 31 May 2025.

The event concluded with closing remarks by the Minister of Foreign Affairs of Tajikistan and H.E. Mr. Philemon Yang, President of the United Nations General Assembly. They underscored the urgent need to address water and climate-related challenges and reaffirmed the commitment of all stakeholders to advancing international cooperation on water governance and glacier protection.
